Oller, Ose don't live in 4th District

Possible successors to Doolittle aren't required to reside in voting region

The two top Republican candidates for the 4th Congressional District race to replace Rep. John Doolittle do not reside in the sprawling district and don't have to.

But Thomas "Rico" Oller of San Andreas said Wednesday he plans to relocate to the district, and Doug Ose of Sacramento said he will if he decides to run.

Both only have to be California residents to run in the district, which includes northeastern California from El Dorado County to the Oregon state line, according to Kate Folmar of the secretary of state's office.

"That's how Dan Lungren won," Oller campaign spokesman Bill Byrd said Wednesday.

Lungren's home was Long Beach when he stepped into the 3rd District race in 2004, according to Brett Storey, the mayor of Rocklin, who represents Ose's exploratory campaign. The 3rd District includes Sacramento County outside the city and runs through Amador, Calaveras and Alpine counties to the Nevada border.

Lungren wound up defeating Oller and Ose's sister during a bitter political battle for the GOP nomination and won in the general election.

Nevada County Republican Party Chairman Bill Neuharth said he had not heard any local rumblings about Oller or Ose not residing in the district.

"The quality of the candidate is the higher concern," Neuharth said. "Maybe if they were from Southern California, I'd feel differently because they wouldn't understand the issues."

"It's important you live in the district," Ose told The Union. "I'm looking somewhere to put our horses" and for a home should he decide to run.

Ose said he was close to a decision but still had not wrapped up discussions with his family.

"Federal law says you just have to reside in the state where the district is, but you need to (live there) strategically, practically and morally, and that's why I'm moving to Auburn," Oller said.

Political newcomer and announced GOP candidate Eric Egland said he has lived in Roseville inside the 4th District for the past few years.

"This is where I came after I finished active duty, and this is where we've chosen to have our children," Egland said.

Announced GOP candidate Ted Terbolizard also lives within the 4th District in Cedar Ridge but was unavailable for comment.

Leading Democratic candidate Charlie Brown has lived within the 4th District in Roseville for 16 years, according to campaign spokesman Todd Stenhouse. "His kids went to school there and he raised his family there," Stenhouse said.
